Very simply put, Apartheid states have laws, policies, or systems in place which segregate or discriminate on grounds of race, ethnicity, nationality, or other characteristics. For example, Israel has a dual justice and criminal system under which the settler population has virtual carte blanche to essentially dispossess Palestinians of their land. BDS movements have previously been successful in defeating apartheid regimes, like the 1990's South Africa.
